Justice For Sri Lanka On The Streets Of Chicago

Yesterday a few Amnesty volunteers and I took to the streets of Chicago to collect petition signatures calling for justice for war crimes in Sri Lanka.  My fellow intern stopped a woman on the street to ask for her signature:

Intern: “Would you have a moment to sign a petition for war victims in Sri Lanka?  I’m from Amnesty International.”
Woman: “What is that?”
Intern: “Amnesty International is an international NGO that focuses on human –“
Woman: “No, the petition. What is it for?  Sri what?”
Intern: “Sri Lanka—we are asking Secretary Clinton to pressure the UN to launch an    investigation about the abuses that occurred during their 1626-year-long civil war.”
Woman: “I’ve never heard of it.  Did you just make that up?”
Intern: “No.  It’s a real place.  It’s off the coast of—“
“Is it in Africa?”

A few minutes later, the woman walked away having signed the petition, with educational materials in hand about Amnesty International, the situation in Sri Lanka, and where she can reach us for more information or to volunteer.

This exchange is an example of why I stood out in the March wind in the heart of Chicago.  Dozens of people walked past us without signing our petition.  Amnesty is asking the U.S. government to support an international investigation into war crimes and other abuses committed by both the government security forces and the rebel group fighting for independence during the 16 26 year civil war in Sri Lanka.

Many people passing by said they were too busy to stop.  Some of them said they didn’t believe in our mission.  Most of them actively looked away or at the ground hoping that it would make them invisible.

But it mattered. It mattered because one person walked away today knowing more about the atrocities that occurred in Sri Lanka; one more person will be able to go back to her community and share what she learned.

We had a group of students from the Amnesty International USA chapter at Lawrence University help us out with the petition signing.  They said the experience was valuable to them because it connected what they do on campus to the broader mission of Amnesty International.  Even though I’ve been interning here for a few months and am very familiar and dedicated to everything Amnesty does, at times I can feel a little distant from the impact we make on the world.  Amnesty has achieved so much, but it’s hard to feel like I’ve played any part in it.

Yesterday I felt better about our impact—a team of ten volunteers got almost 250 people in one hour to take action on this pressing issue, to help initiate justice for the victims of human rights abuses in Sri Lanka.  We made a difference.  And we will continue to do so.

Please take action asking Hillary Clinton to support an international investigation into war crimes in Sri Lanka.

  4. What war victims? For 30 years the LTTE Terrorist Terrorized this Island Nation WHERE WAS AMNESTY INTERNATIONAL USA THEN? More than 75,000 innocent civilians died because of LTTE Terrorism. Just because Amnesty International is getting paid by LTTE supporters now, does not mean you can come and terrorize Sri Lanka again. Go to LIBYA, USA, UK, EU and also look into the human rights violations in those countries. When the world leaders are talking about cleaning up Terrorism, is this how your organization trying to clean up Terrorism? Go behind Governments who are doing so?   5. AI is an ill motivated political institution created to carry out agendas of CIA and other western countries. Even though AI pretend like they are innocent, it is very little they can do to serve their masters as people are well awere of their ill motivations.

  6. Sorry guys. We know that some countries dealing with arms business were affected badly because of the stoppage of war in Sri Lanka. They were helping the LTTE terrorists secretly while openly showing to the world that they are against terrorism. They were selling arms to both sides in order to maintain their economy. The sudden defeat of terrorism in Sri Lanka put their economy in a very bad situation. It was like a cancellation of an agreement for them without a prior notice. Although those countries are paying you people for fighting for them, we Sri Lankans cannot or have no reason to keep on funding these two-faced countries because we have to look after the affairs of our country.

    After winning the war against LTTE terrorists, Sri Lanka is experiencing a growth in the economy and withing a few years time we may be able to loan some money to these countries if they agree to stop earning money by creating wars in other countries. Tell them to be patient till then.

  8. I can NEVER understand the hypocracy of the Western based HR agencies like AI, HRW, etc…??? We know that most of these agencies get financial support from the pro-LTTE organizations in the west, and that is the main reason why they want to keep this anti-Sri Lankan crusade to go on and on…

    All theses bleeding-heart HR organization turning a blind eye to all the HR violations carried out by the western powers, and its NATO buddies everyday in Iraq, Afghanistan, Pakistan, etc. Why arn't they so silent on such inhuman killing of thousands of innocent people in above countries..??

    There is so much of injustice in the world.
    If you tell him to speak the truth He will say there are so many liars in the world.
    If ask him not to kidnap He will say there are so many kidnappers in the world.
    If you tell him not to steal he will say there are so many thieves in the world.
    If you tell him not to murder He will say there are so many murderers in the world.
    If you tell him to be human he will say there are so many animals in the world.
    If you tell him to speak the truth There are so many liars in the world

    Let’s go forward. Justice has to be done everywhere every time. Just because it was not done somewhere sometime does not give us an excuse to become inactive and say there are so many inactive people in the world – we cant afford to do that because we are not Sri Lankans

  10. There are many other issues in the world in which the AI can get involved. Unfortunately AI does not have the resorces to do that. So the AI has to give priority to the critical issues. In sri Lanka more than 100,000 people have been killed within a few months in 2009. Where else such a scale of attrocities have been committed?

  11. For more than sixty five years, successive Sri Lankan governments backed by racist Sinhala extremists have been oppressing the Tamil minorities. They brutally killed thousands of innocent Tamils, burnt their properties and sent the rest in ships as refugees to the North of the country in the fifties, sixties, seventies and eighties.

    When Tamils asked for their rights, Sinhala extremists always responded with violence.

    They have now killed thousands of innocent Tamils in one of the most cruel wars in the history of the mankind. They used internationally banned weapons on innocent women and children and murdered them without showing any mercy. They kept on using the buzz words “War on Terror” and “Humanitarian Operation” to justify their atrocities. They made the people to starve for months, denied medicine from the sick the elderly and let the wounded to die in the open fields.

    Innocent women and children were killed in hospitals, schools and even inside bunkers. Thousands of wounded civilians were burnt alive in the bunkers.

    Young Tamil women are raped and tortured in these notorious camps. Dead bodies of the
    innocent Tamils are thrown outside the camps with deep wounds on their heads and necks.

    Forced disappearances, random killings, rape, torture and the list goes on. Sri Lanka has become one of the worst countries in the world that telling the truth is considered as a crime and those who tell the truth are punished.

    National commissions of inquiry have not worked as justice mechanisms in Sri Lanka; impunity for human rights violations persists despite decades of ad hoc inquiries. More than anything, the Sri Lankan government, which actively suppresses criticism and opposition, has not allowed Commissions to carry out their mandates independently. Sri Lanka’s Lessons Learnt and Reconciliation Commission (LLRC) is no exception.

    LLRC hearings in Colombo featured government officials and prominent citizens who were asked to comment on what went wrong with the 2002 cease-fire and how best to proceed with reconciliation. In early sessions, the Commission allowed government officials to repeat unchallenged claims that Sri Lanka followed a “zero civilian casualty policy” and that the final military offensive against the LTTE in the north was a “humanitarian mission.” Commissioners did not require officials to explain the government’s many public misrepresentations of the facts during the war. The most disturbing of these are the government’s repeated claims that there were under 100,000 civilians left in the Vanni at the beginning of 2009 when officials later conceded there were some 300,000 and that the security forces were not using heavy weapons in civilian areas when the military eventually admitted they were. http://www.lankanewsweb.com/news/EN_2011_03_16_00

  12. Unfortunately, all most all the Sinhalese responders to this article have spoken against AI forgetting that AI has been very critical of LTTE. The Sinhalese, especially those in the West, are in denial about what they have done and what they are doing to the Tamils of Sri Lanka. It is in this behavior of the Sinhalese one would see the roots of war. To be sure the terrorists are the Sinhalese who support their government and their war mongering leaders. As we speak the North & East region of Sri Lanka is an occupied territory.

    Tamils in Sri Lanka had their own nation before but it was merged with the Sinhala kingdoms during the British rule
    When they left this beautiful island in 1948, it was left to function as one country. Democracy failed in Sri Lanka because the successive governments that came to power were always chosen by the majority Sinhalese.
    Sinhala governments backed by the Sinhala Buddhist extremists, always tried to please the majority in order to remain in power. They came up with policies to discriminate Tamils in education, employment and other arenas. Sinhala was made the only official language and Tamils were made as second class citizens.
    Tamils can be compared to the Jewish people who lived under the Nazi regimes. Even under persecution, they worked hard to make their lives better.
    Sinhala governments had many times ordered their agents to kill Tamils and destroy their properties. More than two thousand Tamils lost their lives in 1983.All of them were murdered by the Sinhalese in the south of Sri Lanka. They were murdered in prisons, schools, hospitals and even in churches.

    Successive Sinhala governments had implemented several state sponsored colonisation schemes that Tamil villages and towns were turned into Sinhala settlements. Many homes and farms in the eastern and north eastern provinces were forcefully taken from the Tamils and were given to the Sinhalese. Names of roads and towns in Tamil areas were changed from Tamil to Sinhala.

    Tamil Libraries and cultural buildings were burned to dust in order to wipe out the history of Tamils from Sri Lanka.

    In 1981, Sinhala politicians ordered a Sinhala mob to burn and destroy the Jaffna public library. At that time it was South Asia's biggest library. The 95,000 volumes of the Public Library destroyed by the fire included numerous culturally important and irreplaceable manuscripts.

    After years of oppression under murderous Sinhala regimes, frustrated Tamil youth took arms to fight for the survival of Tamils and to reclaim the Tamil Kingdom that they had lost during the British rule.

    They brutally killed the rebels who surrendered with white flags and violated all the norms of a conventional war.

    Justice has failed in this tear drop terror island. Killing fields of Sri Lanka are flowing with the blood of innocent men, women and children.

    Sri Lanka has a long history of establishing ad hoc commissions to deflect international criticism over its very poor human rights record and widespread culture of impunity, Human Rights Watch said. Since independence in 1948, Sri Lanka has established at least 10 such commissions, none of which have produced any significant results.
    Every time the international community raises the issue of accountability, Sri Lanka establishes a commission that takes a long time to achieve nothing," UN should put an end to this game of smoke and mirrors and begin a process that would ensure justice for all the victims of Sri Lanka's war.

    The level of democracy in the island was best illustrated by the opposition presidential candidate called for the intervention of 'outside governments' to prevent dictatorship and to protect democracy in the island. "There is no law and order in this country,there is nothing we can do about it" he said

  16. Thank you taking action regarding Sri Lanka's war Crimes. Without the pressure from International community nothing is going to happen to the war victims. At least I am happy to know that AI is educating the people about what happened in Sri Lanka. Sri Lankan government will continue to say no war crimes were committed during the war. Please keep the pressure for International investigation. If Sri Lankan government is genuine why they are so afraid of International investigation?

  17. All what AI and the rest of international organizations asking is to conduct an impartial independent investigation on war crimes alligations by srilankan army and the ltte. Is it something so bad to ask? Some of the reactions here reflects the srilankan govt responses. I can only say that those who opposes an investigation has to be involved in the crimes. Or Has to be an extreme racist who hates the other community. May it be Sinhalese or Tamil. Either way these people are criminals and need to be removed from civilized socities.

    World opinion today confirms that there is enough evidence to successfully file a case against the government of Sri Lanka, and those responsible for the genocide of the Tamils and violation of human rights with the International Court of Justice. The government sponsored attacks on the Tamil civilians and the destructions of their properties, both personal and trades, went on for number of years, beginning in 1958 and continuing in 1967, 1970, 1977, 1981, 1983.

On press freedom, Sri Lanka was ranked second worse only after Bhutan — which has no independent press. Sri Lanka was ranked number 97 in an index compiled by Transparency International, an anti corruption watchdog, in 2009.
    Dublin war-crimes tribunal, conducted by Permanent Peoples’ Tribunal (PPT) based in Milan, which held hearings on 14th and 15th of January 2010 has found that Sri Lanka Government is "guilty of War-Crimes" and "guilty of Crimes Against Humanity."     Thank you and the other students for your great work but I would point out three things you might consider amending

    i) the length of the armed conflict is 26 years (debatably) but its definitely not 16.

    ii) the petition states that the LTTE used human shields but it did not (to my knowledge). It did prevent the free movement of civilians and conduct forced recruitment.

    iii) the government of Sri Lanka's atrocities go far beyond "indiscriminate attacks on areas densely populated by civilians" and i think the text of the petition should reflect that.

    National commissions of inquiry have not worked as justice mechanisms in Sri Lanka; impunity for human rights violations persists despite decades of ad hoc inquiries. More than anything, the Sri Lankan government, which actively suppresses criticism and opposition, has not allowed Commissions to carry out their mandates independently. Sri Lanka’s Lessons Learnt and Reconciliation Commission (LLRC) is no exception.

    LLRC hearings in Colombo featured government officials and prominent citizens who were asked to comment on what went wrong with the 2002 cease-fire and how best to proceed with reconciliation. In early sessions, the Commission allowed government officials to repeat unchallenged claims that Sri Lanka followed a “zero civilian casualty policy” and that the final military offensive against the LTTE in the north was a “humanitarian mission.” Commissioners did not require officials to explain the government’s many public misrepresentations of the facts during the war. The most disturbing of these are the government’s repeated claims that there were under 100,000 civilians left in the Vanni at the beginning of 2009 when officials later conceded there were some 300,000 and that the security forces were not using heavy weapons in civilian areas when the military eventually admitted they were.

    Tamils can be compared to the Jewish people who lived under the Nazi regimes. Even under persecution, they worked hard to make their lives better.
    Sinhala governments had many times ordered their agents to kill Tamils and destroy their properties. More than two thousand Tamils lost their lives in 1983.All of them were murdered by the Sinhalese in the south of Sri Lanka. They were murdered in prisons, schools, hospitals and even in churches.

    Successive Sinhala governments had implemented several state sponsored colonisation schemes that Tamil villages and towns were turned into Sinhala settlements. Many homes and farms in the eastern and north eastern provinces were forcefully taken from the Tamils and were given to the Sinhalese. Names of roads and towns in Tamil areas were changed from Tamil to Sinhala.

    Tamil Libraries and cultural buildings were burned to dust in order to wipe out the history of Tamils from Sri Lanka.

    In 1981, Sinhala politicians ordered a Sinhala mob to burn and destroy the Jaffna public library. At that time it was South Asia’s biggest library. The 95,000 volumes of the Public Library destroyed by the fire included numerous culturally important and irreplaceable manuscripts.

    After years of oppression under murderous Sinhala regimes, frustrated Tamil youth took arms to fight for the survival of Tamils and to reclaim the Tamil Kingdom that they had lost during the British rule.

    They brutally killed the rebels who surrendered with white flags and violated all the norms of a conventional war.

    Justice has failed in this tear drop terror island. Killing fields of Sri Lanka are flowing with the blood of innocent men, women and children.

    Dublin war-crimes tribunal, conducted by Permanent Peoples’ Tribunal (PPT) based in Milan, which held hearings on 14th and 15th of January 2010 has found that Sri Lanka Government is “guilty of War-Crimes” and “guilty of Crimes Against Humanity.” Eye witnesses included several escapees from the final week of Sri Lanka offensive in the Mullaitivu “No Fire Zone” where more than thousands of innocent Tamil civilians were allegedly slaughtered by Sri Lanka Army with heavy weapons.

    Thank you and the other students for your great work but I would point out three things you might consider amending

    i) the length of the armed conflict is 26 years (debatably) but its definitely not 16.

    ii) the petition states that the LTTE used human shields but it did not (to my knowledge). It did prevent the free movement of civilians and conduct forced recruitment.

    iii) the government of Sri Lanka’s atrocities go far beyond “indiscriminate attacks on areas densely populated by civilians” and i think the text of the petition should reflect that.

  101. Misleading LLRC????
