Sri Lanka: Trapped Between Military and Monsoon
The quarter of a million Sri Lankans locked up in military-run internment camps are facing a humanitarian disaster with the arrival of monsoon rains. Living situations in the overcrowded camps are likely to further deteriorate in the following weeks. The camps lack even basic sanitation facilities. During previous heavy rains, water flooded the camps and forced residents to wade through overflowing sewage.
We had heavy rains about a month ago. It was hell. The ground here cannot absorb water so it just gathers. We couldn’t even walk around. The authorities have done some work to improve drainage, but I doubt it will help much.
A recent escapee from Chettikulam camp reported to Amnesty International that some women had been forced to give birth in front of strangers without privacy:
Medical staff are only available in the camps 9 to 5. People start waiting in line for medical assistance from early morning…how can you expect a lady who is pregnant to stand in a line for hours? If the war has ended, why doesn’t the government let these people out?
The situation worsened on October 5, when a main water pipeline was turned off in Menik Farm camp. The escalation of the humanitarian situation also leads to violent tensions, both within the camp residents and between residents and the military.

I remain particularly concerned about the slow pace of identifying those in the camps who do not pose a threat to security and the lack of transparent criteria in this regard. (..) Pakistan: The fighting goes on
The situation in Pakistan has escalated with the fourth militant attack in the last week occurring yesterday in Peshawar. A Punjabi faction of the Taliban has claimed responsibility for the attack, signaling a disturbing level of increased cooperation between militant groups to the Pakistani government and its Western allies. Other attacks included a 22 hour assault on Pakistan’s army headquarters and began with the suicide bombing of a UN aid agency. In total 119 have been killed and several injured. The group has threatened more strikes across the country in advance of the army’s plans to launch a ground offensive of the Taliban’s major base in South Waziristan.
In response to the deadly attacks, Pakistani jets have bombed the Taliban’s major base in South Waziristan and Bajaur, another tribal agency in northwest Pakistan.
The renewed escalation of violence has increased concerns for the security of Pakistan’s nuclear arsenal. The surge in attacks has come as the Pakistani government is trying to respond to U.S. aid package conditions requiring the government to do more to control its armed forces and extremists operating within the country.

Jaffna Government Agent, K. Ganesh, extended an urgent call to local and International Non-government Organizations (NGOs) in Jaffna to provide food for the IDPs brought to the islets of Jaffna from Vavuniyaa internment camps, now detained in Sri Lanka Navy (SLN) special camps and other places in the islets of Jaffna. The dry food rations given to the IDPs under World Food Programme (WFP) are insufficient to meet the needs as no food is provided by the Sri Lanka government to them.
Altogether 7,742 Internally Displaced Persons (IDPs) from the islets of Jaffna have been brought from Vavuniyaa internment camps until Monday to the islets.
These IDPs are again detained SLN concentration camps in Veala’nai, Oorkaavattu’rai, Nedunththeevu and Kaarainakar while some of them are held in the abandoned houses.
The NGOs in Jaffna who are already taking care of the IDPs in Jaffna peninsula are now being urgently requested to feed the IDPs starving in the islets of Jaffna.

Appreciate AI for reminding the world that a humanitarian crisis of incredible proportions has been unfolding in SL.
But I wonder what the world is doing about it – SL government has stated that it is not going to do anything about this – they claim that they have better flood drain facilities and until demining is completed they are not going to release refugees. Now what should the world do given that SL has decided not to pay heed? Is there anything more AI can do apart from these critical reminders to the world and futile pleas to the government? How do we save the people from the imminent flooding?

The question is not what AI should do for Tamils, but what Tamils & their supporters worldwide are willing to do about lanka’s refusal to listen.
For AI can only do what Cristoph pointed out.
Without political clout & economic pressure, why should lanka listen ?
The lanka attorney has come to learn from the US “model” of Guantanamo !!!
Are the Tamils willing to learn from the model they need to follow ?
Is it time for a BDS — a Boycott – Divestment – Sanctions Movement against sri lanka’s apartheid state on the model of the Palestinian BDS movement against israel ? ?
There are situations in which human rights & natural rights must grow their own teeth in the cause of their own physical survival.
This isn’t some individuals, but an entire people that’s living in Guantanamo.
Campaigns of appeal & awareness alone won’t help.
Only a movement on many fronts, political , economic, cultural, spiritual, can free the people.

Can AI help these stranded people? The call from the 9 year old is heart-rending to say the least. These people have fled from from the very harsh and inhumanitarian rule, from the very clutches of the dictatorial and intimidating regime, that AI has been all along complaining about including this post. These people cannot go back to the country and add to the count of disappeared people that AI is keeping track of. I think some country in this world should own these people. Can AI do something about this?
Before the editor comments, this is absolutely relevant to the blogpost. AI condemns the actions of the government through statements and articles like this particular blogpost, while these poor people can do only one thing – flee the country.

I’m shocked…. that Australian PM is “unmoved” by the little girls’ plea to save her life.
He just brushed off the emotional appeals from the Tamils aboard the boat he had the Indonesians intercept.
Some Tamils have been taken already to the hospital in a critical condition

Sri Lankan regime actions clearly represent insanity….. for example, murdering people who surrendered with the white flags in the last battle , in cold blood… confining 300,000 innocent people in incarceration camps which Sri Lanka cannot even begin to fund with its own money but must rely on the UN….. holding rigged elections every few yrs to prove its a “democracy”…. the list is basically endless. In any event, though the regime does not like to call itself “guilty” it can still be considered “insane”, in my opinion.

I am not sure why it is irrelevant frankly speaking. I agree that in that past I have tended to go off topic due to random comments, but in this case I disagree. This particular post talks of all interlinked issues – rains, birth in front of strangers (lack of medical facilities), slow pace of screening – all an effect of the policies of the SL government. The refugees begging to this merciless world for asylum is yet another manifestation of the crime being committed by SL government. As I said in the other post, AI write posts and issues statements on these issues (of course due to lack of access) – these people can do only one thing – flee and beg to the world. If we want to have any discussion then it cannot be a repetition of what is written in this post, it has to include things around it as well.
Frankly so long we have been blaming the SL government, now they are not under the clutches of SL army – yet there is no one to help them. I have a question to AI – has AI reached the boat and met the people?

I agree with you – at this point, without sanctions SL is not going to do anything at all. I am hoping that GSP+ is terminated as the first step – but you never know – recent media reports including Reuters has been indicating that SL would be let off with a warning. That will be a pity since EU “supposedly” is the ‘most humane bloc’ on earth right now. SL has paid all its cards well politically – garnering support from China, Russia and India to cover for its gross human rights violations.

On the boat issue, I think this is the true test of the world. The world was “supposedly” castigating the SLA on all its crimes, but when the victims of those crime show up at their door, they dont want to own them. It is heart-rending, how long will the Tamils suffer? Is the Nobel peace prize winner listening? Is EU watching the boat drama?
On the other point, Insanity is the wrong word. I guess Inhuman is the right one.

The reported release of a few thousand is most welcome, but what of the remaining 300,000
Attempts made to justify the internment on the grounds that some of the areas from which they were displaced may yet be land-mined is patently false, in that these internees could then be permitted to move temporarily to other areas to live with relatives or friends, or in accommodation provided by organizations that have already indicated a willingness to help.
As in the case of other IDPs, the state could establish a few welfare (not detention) camps to accommodate the few who cannot find accommodation on their own.
Any decision to move out should be taken by the IDPs solely on their own responsibility.
Concern for the welfare of IDPs cannot possibly be a reason to detain anyone or to restrict their movements or to prevent access to them.
If, on the other hand, the IDPs are being held on suspicion of being responsible for criminal activity, and if evidence is available, they should be duly arrested and charged.
If, many months after the commencement of their detention, there is no evidence found to charge them, they should be freed forthwith.

The Economy is in dire situation and the SL exports shrunk by 23% in second quarter.
Annual losses of the Institutions: Air Lanka- Rs. 9980 million ; MihinAir – Rs. 3900 million ; CEB – Rs. 3990 million ; CPC – Rs. 7200 million ; Ports Authority – Rs. 3500 million ; CGR – Rs. 3900 million ; CTB – Rs. 4500 million ; Road development Authority – Rs. 9900 million ; People’s Bank – Rs. 8900 million
Also the top level rulers and SL Government of Rajapakse henchmen are taking advantage of this humanitarian disaster and totally cashing in.
There are corruption charges on import deals leveled against diplomats and the family.
No wonder why the budget is not presented if you know where the money is going to.

(This is kind of getting off-topic, but I would like to comment for the sake of completeness since all this is anyways in the context of SL government policy and what the world has to do.)
First of all, the losses in second quarter being suffered are due to the war (in second quarter) as well as the global downturn – not really due to BDS. I dont know who is doing BDS really! If it happens withdrawal of GSP+ will be the first step in that direction. I know tourism is doing really well post the war in the last few months

Countries like US on the one hand condemn the human rights violation, but on the other hand engage in trade relations and increasing investment in Sri Lanka.

I will try to dig and find out how to reach AI Australia, but the truth is that the refugees on the boat are not Australia’s problem. They are the world’s problem. Otherwise AI USA and Jim McDonald would not be writing about the sufferings of the people in their posts when it is something that does not concern them. So I think each country should look at options to owning these people bereft of options and left in the mercy of the world. Can AI USA ask its own government to intervene and look for options in rehabilitating these people? USA for sure knows the extraordinary travails faced by the people so far. I think some benign country has to offer them the solace and asylum. Each one must be asking their own governments to do the necessary help.

In response to Humanitarian Human’s comment of Oct. 16, 7:49 P.M., I suggested that people contact AI Australia since they had already issued a public statement on these asylum-seekers and could therefore respond, more quickly than I could, as to what AI is or is not doing about this case. I did not mean to imply that this case was of no concern to anyone in AI outside AI Australia. I’ll look into what I can do but can’t promise anything further at this point.

i also totally agree with your raising the issue of the boat off Java. indeed, J McDonald stuns me by saying the boat issue is “off topic”. That was a reaction i didn’t expect from a rights worker or anybody with the least bit of sensitivity or political consciousness. NOBODY, not even McDonald, has the right to tell a suffering people that a burning issue of theirs is “off” the agenda. Nor can he cite lame “jurisdiction” as his excuse for doing so. As you accurately point out, the boat issue is not australia’s alone, but the world’s. “Jurisdiction” is for bureaucrats. i wish to hear my Tamil sisters & brothers speak of EVERYTHING that THEY think is crucial, in this hour of their mortal need.

Thirumavalavan, who was part of a delegation of MPs from Tamil Nadu that visited some camps for the internally displaced Tamils in Lanka, took a stand independent of the delegation’s on Monday.
“No one can tolerate the sufferings of Tamils in the camps. I am at a loss to understand why countries, including India, continue to be mere spectators to this tragedy,” he said.
He said the displaced Tamils he met in the camps had cried and pleaded with the delegation to poison them rather than let them live in the camps.
The camps were crammed, with eight to 10 people made to live in spaces meant for just two persons.
Thirumavalavan has called upon the international community to declare the Lankan President and his brother ‘war criminals’ and impose economic sanctions on the island nation.

Sometimes they take longer, but much depends on the tenacity of those who seek to uncover their “voices” — us.
On the other hand, the delay of “justice”, its daily denial under which we live in all lands, can bury more evidence than it exhumes when it does arrive — again, because justice today is itself a fugitive from the law.The huntdown & slaughter of justice on the battlefield accounts for her disappearance from the world’s courts & capitals . Why do we not talk about the situation in Pakistan as this column does mention issues in Pakistan too?
Keep aside the 250,000 (does it make it feel larger when you say “Quarter of a MIllion”?) in Sri Lanka as they know a definite time frame that they would go back to their houses, the IDP’s in Pakistan have just started their journey of being displaced. When will that end ? When will they ever see their houses again ? When will Taliban be wiped out? Isn’t the best way to get rid of the Taliban the same as how Sri Lanka got rid of LTTE ??

We all saw this and all TV stations and media groups including all institutions vehemently condemned the attack on this youth. There is no questions about that… The culprits have already been taken in to custody and will be dealt with severely for sure…
See my issue with you here is that you have tried here to make it look like an attack by a Singhala group against a Tamil group – which is not right and this is what you always do…. The “Muslim” person who was involved was a policeman in civil and indeed was an Idiot to kill an innocent man. This attack had no racial intentions, but pure lunacy of an individual.
If you guys stoop down to the extreme low levels of trying to make it look a racial issue, you guys will be no better than the person who killed the Innocent boy. You are killing your own kind…

We all saw this and all TV stations and media groups including all institutions vehemently condemned the attack on this youth. There is no questions about that… The culprits have already been taken in to custody and will be dealt with severely for sure…
See my issue with you here is that you have tried here to make it look like an attack by a Singhala group against a Tamil group – which is not right and this is what you always do…. The “Muslim” person who was involved was a policeman in civil and indeed was an Idiot to kill an innocent man.
But it was watched by hundreds of Sinhalese who just kept mum and enjoyed watching the death of yet another Tamil. Of course once it goes on TV, you have to either say the video is “fake” or “condemn”it. If the video was shot in the north of the country they could obviously call it fake like they tried to do for the Tamil killing video, but when it happens in the heart of Colombo, obviously even the racist of the racists like the Jimmy Pappas will be forced to condemn it.

Even as we waste time here, history is being created. It also has been changed in many occasions by many people and organizations. This is exactly what you are trying to do – at least you are mislead by the people who want to do so.
Sri Lanka is one of the very few countries that has a history that’s been written throughout many thousand years – 2500 +… Hence, it is hard to kind of change it. If it was another country where the literacy rates were “0″ Zero, it would have been easier. It is high time you understand this reality and the same reason being a fact for you to make it impossible to change this history.
So I kindly urge you to get out of the Sinful Hell you are in and see the bright light !!
